Cole, chairman of the Virginia State Water Control Board and member of the Virginia Council on the Environment and the Mason Neck Citizens Association, compiled volumes of correspondence, reports, clippings, photographs, and graphs about numerous Virginia environmental issues particularly the Potomac River clean-up, the Salem Church Dam on the Rappahannock, and the Smith Mountain Lake-Roanoke sewage system. Other topics covered include the Hampton Roads sanitation district, the Potomac-Shenandoah River Basin Plan, the Blue Plains Sewage Treatment Plant, the Occoquan watershed and reservoir, and the James River Basin. There is also material on sewage treatment for Roanoke, Va., Fairfax Co., and Loudoun Co., the problem of nuclear waste, the Washington area interstate water resources program, and copies of the national municipal discharge permit and compliance schedules. A summary of the Three Mile Island accident is also included. There is also correspondence with John N. Dalton, Mills E. Godwin, and Linwood Holton, and brief notes from John Anton Blatnik, George Bush, Harry Flood Byrd, Nelson A. Rockefeller, Charles S. Robb and William B. Spong.
